       二、Supplier Qualification Requirements
       1. Basic qualification requirements:
       Provide valid copies of the Business License, Road Transport Permit (all stamped with official seal), and the company's general taxpayer qualification certificate.
       Provide a credit certificate or tax payment screenshot issued by the bank within the past 3 months;
Provide a written statement stating that our unit has the "Road Transport Certificate", "Motor Vehicle Driving Certificate", "Compulsory Insurance Policy", and "Carrier Liability Insurance" for transportation vehicles that match the procurement content; The carrier's "Motor Vehicle Driver's License" and "Road Transport Practitioner Qualification Certificate" (format to be drafted and stamped with official seal) should be provided, along with copies of relevant documents and a list of vehicles and personnel for future reference. The coverage amount of carrier liability insurance shall not be less than 200% of the value of the goods, and the purchaser shall be listed as the first beneficiary of the insurance;
       Provide copies of proof of payment for social insurance (such as pension insurance and medical insurance) for the past 6 consecutive months (stamped with official seal), and promise to continue paying social insurance for the carrier personnel during the validity period of the framework agreement;
       Provide a written statement stating that there are no significant records of criminal penalties or administrative penalties such as suspension of production or business operations, revocation of permits/licenses, or significant fines for illegal business operations (format to be drafted and stamped with official seal); Provide a written statement stating that they have not been included in the list of dishonest persons subject to enforcement or major tax violations on the "Credit China" website (www.creditchina. gov.cn).


       三、Acquisition of solicitation documents
       1. Acquisition time: From December 1, 2025 to December 3, 2025 (excluding statutory holidays and public holidays), daily from 9:00-10:30 am and 1:30-15:00 pm（Beijing Time）。

       四、Submission of response documents
       1. Composition of response documents (all materials must be stamped with the supplier's official seal, and copies must indicate "consistent with the original"):

       -Copy of the legal representative's ID certificate and ID card (or power of attorney and copy of the authorized representative's ID card);
       -Copy of business license and Road Transport Permit; Copy of the general taxpayer qualification certificate;
       -Financial condition proof materials (audit report/credit certificate/tax payment certificate);
       -Proof of social security payment materials;
       -A written statement of the ability to fulfill the contract and relevant supporting materials (such as the carrying capacity of the transport vehicle, 100% GPS positioning system equipment rate, full process visual tracking function of the goods, the "Road Transport Certificate" of the transport vehicle, "Motor Vehicle Driving Certificate", "Compulsory Insurance Policy", and "Carrier Liability Insurance"); The "Motor Vehicle Driver's License" and "Road Transport Practitioner Qualification Certificate" of the carrier personnel;
       -Declaration of no significant illegal record;
       The non credit China dishonest debtor declares the quotation form (in accordance with the requirements of Sections 2.1 and 2.2 of the agreement), and the quotation provided in the supplier's bidding documents automatically constitutes an integral part of the framework agreement. The transportation rate shall not be adjusted without the written consent of the purchaser.

       五、Qualification review and warehousing process
       1. Qualification review: The purchaser will organize a review team to conduct a compliance review of all response documents based on the qualification requirements stipulated in this announcement and solicitation documents (including the completeness, authenticity, and compliance with qualification conditions of qualification materials).
       2. Result publicity: After the qualification review, the shortlisted suppliers will be published on the official and official account of Dalian Keteli Catalytic Engineering Technology Co., Ltd., and the publicity period will be 3 working days. If there are no objections during the public announcement period, the list of shortlisted suppliers will be determined;
       3. Signing the framework agreement: After the public announcement of no objections, the purchaser will issue a notification letter to the shortlisted suppliers. Both parties will sign the framework procurement agreement within the specified time and officially include it in the supplier database.


       六、Other instructions
       1. This solicitation is only for establishing a framework supplier library and does not promise to award specific projects within the validity period of the framework. The purchaser has the right to adjust the procurement plan according to actual needs. The shortlisted suppliers explicitly promise to waive any form of compensation, claims, and litigation rights against the purchaser for not obtaining specific projects. The purchaser has the right to reduce or cancel specific orders, or unilaterally terminate the framework agreement in advance due to changes in market environment, production plan adjustments, policy adjustments, or force majeure reasons, and shall not be liable for any breach of contract or compensation.
During the validity period of the framework, the purchaser will dynamically assess the performance of the incoming suppliers (such as transportation service quality, service response speed, contract fulfillment rate, etc.), and suppliers who fail the assessment will be suspended or disqualified from entering the warehouse.
      3. No bid bond or performance bond will be charged for this solicitation.
      4. Suppliers shall ensure that all information provided is true and valid. If false materials or important information are concealed, once discovered, their participation qualification will be cancelled and they will be included in the purchaser's list of bad suppliers, and they will be prohibited from participating in subsequent procurement activities.
